Can I regift something for Secret Santa and then still spend the $20 on the rest of the gift?

Can I regift something for Secret Santa and then still spend the $20 on the rest of the gift?
I'm taking part in a Secret Santa gift exchange, with a limit of $20. I would like to give a wine-themed gift, and so will spend $20 on cute coasters, corkscrew, etc. I have a bottle of wine that I will never drink (I'm not a wine-drinker), so I would like to give the bottle of wine with the gift - but then the actual value of the gift would be over $20, even though I only spent $20. So what's proper Secret Santa etiquette? Can the value of the gift be over the set amount, if I can give part of it at no cost to me? Or does the total value have to be $20? I guess a related question would be if you can buy something at a great sale price (say, a $50 item for $20) - is that fair game for a Secret Santa gift?

safetyman2000:  Secret Santa is about giving something odd or interesting so it is highly possible you will get something undesireable so I think you can package it and regift it and if it is not about $20 value you can add something.

I Can Preach Too!:  All's fair in secret santa gifting. You are definatley not breaking the "rules" and it's a gift! go for it. As for the sale question, Hell's yes it's ok! you still spent 20 bucks.

Lyn B:  Gift the gift and someone will love it. I wouldn't worry about the price. I once had a good time because there was a STRICT LIMIT on how much we could spend. The name I drew liked a particular liquor, so I got him a bottle and poured out about 1/3 of it and told him I was sorry about the dollar limit so I had to drink part of it to get the price down. Everyone thought it was funny, except we were at government facility and you can't bring in opened bottles of liquor. I had to get special permits to give him his gift and it had special tags on it.
