I know i'm going to get a pack of pens (haha, it's a joke between us)
Don't say money or a gift card, that's really boring.
No nintendo,ps2/3,xbox games either.

Fraggle Rock & Roll: if he's into sports get him something from his favorite team (hat,shirt, autographed cards)...or if he's a skater kid get him a DC shirt or whatever....really shouldn't be too hard. It all depends on what he likes

Alicia: Is he into sports? You could get something that is related to his favorite sport, if he is. Music? Maybe a CD from an artist he really likes. Hair gel, for some reason, seems to be a hit with younger kids, lol (my 9 year old brother LOVES his hair spiked and such). Hoodies, as much as it may seem cheesy, make good gifts if you can find a decent one. Yikes, running out of ideas.
Whatever you choose, keep his interests in mind and browse the store when you have time. You never know - you may see something that's perfect. Good luck =]
Edit - I LOVE the Calvin and Hobbes idea. My brother loves those books, and my fiance still reads them [he's 23, haha]. Those are very fun for just about anyone =]

a sports jersey (if he is into a particular sport)
a board game
a sweatshirt
a movie (you can make it a gift basket - a popcorn bowl with a package of popcorn, some of his favorite candy, a movie he would like to have and / or movie rental gift certificates)
nerf guns or waterguns (the cool kind!)
a CD (you could also gift basket this - a certificate for a CD with a set of nice headphones, portable CD player
you can get a decent MP3 player for $20 or under right now- an MP3 player with an iTunes gift card is nice
